Clause 7.2: The droving of livestock which involves movement for more than one day/overnight, over longer distances.
Fee: $78.50 (1 year) or $185.00 (3 years)

Clause 7.1: The grazing of roadside vegetation on a temporary basis, during daylight hours outside your property. You cannot conduct any roadside grazing unless a permit has been issued by Council.

Clause 6.1: The keeping of animals in excess of the allowable limits for planning zone. To check the animal keeping limits table, please refer to our Keeping Animals page.

Clause 7.3: The movement of livestock from one location to another within shorter distances i.e. paddock on other side of road, all movement occurs same day and during daylight hours.

Local Law No. 4 C6.1: The occupation of a caravan on private property during the construction of a dwelling at same property.
Fee: $78.50
Permit Valid to: Up to 6 months from date of issue
To apply please complete the Permit Application Form. Applicants must also supply a current Building Permit, Site Plan (Line drawing/map) showing proposed placement of caravan including property boundaries and a proposal for the treatment and disposal of wastewater, including grey water.
Clause 5.2: The lighting of an outdoor fire for burning off grass, stubble, weeds, undergrowth or green waste type materials.
Outside of Fire Danger Period:
Residential Zones and all other zones (Other than Rural Living and Farming zones): Cannot conduct an outdoor fire/burn without a permit. Please follow the how to apply information provided.
Farming Zone and Rural Living Zone: A permit is not required for burns conducted in Farm Zones and Rural Living Zones however you are still required to comply with the standard requirements. If you are unsure please contact Council.
During Fire Danger Period:
No outdoor fire permits will be issued by Council or an authorised officer during the Country Fire Authority (CFA) Declared Fire Danger Period.

Permit Valid to: Up to 2 weeks, assessed on individual application
To apply please complete the Permit Application Form. Applicants are also required to attach a Site Plan (Line drawing/map) showing location of burn, property boundaries, extinguishing equipment and water access and also supply evidence/explain why no alternative means of disposal are available.
Clause 3.12: Roadside trading that occurs on a road (including footpath, nature strip and parking bay areas) as part of any event.
Please ensure the event organiser has completed a Notification of Event form which can be found on our Hosting an Event page. Any mobile trader selling food at an event must be aware of their requirements under the Food Act 1984. Clause 3.4: Roadside trading by a business or individual for business purposes as an ongoing/repeat operating basis. Mobile Trading with a permit is permitted to operate throughout Councils designated trading locations. A full list of designated locations can be found in our Roadside Trading Guidelines document.
Fee: $843 (3 months), $1,470 (6 months), $2,600 (12 months)
Permit Valid to: 3, 6 or 12 months from date of issue of permit

Clause 3.4: Roadside trading for charity or not-for-profit organisations where 100% of the proceeds of sale are directed to that charity/organisation OR a community service provider offering Government, Health or Education related initiatives.
Fee: No fee
Permit Valid to: Assessed on individual application (Usually 1 or 2 days per location)

Clause 3.6: Placing on the footpath area any tables, chairs, umbrellas, heaters, screens or similar items to facilitate custom of your business.
Note: Permits will not be approved for any location other than footpath area directly in front of business which alfresco dining relates.
Fee: $205.00
1 year permits: Expire 31 July

Clause 3.7: Placing on any road area (including nature strip, footpath or parking bay areas) a bulk rubbish container or other structure designed for holding a substantial quantity of rubbish which is unlikely to be lifted without mechanical assistance. This does not include containers used in connection with Council's regular domestic rubbish collections.
Note: Generally, the hire company would hold a permit for bulk rubbish containers. Please consult with your hire company to ensure they have appropriate permits before the placement of any bulk rubbish containers.
Fee: $78.50 (1 year) or $185.00 (3 years)

Clause 3.12: Performing of busking activities within the Municipal District. Busking activities include but are not limited to, playing musical instrument, singing, juggling, dance, performance arts and pavement drawing.
Note: Not all busking requires a permit. Before applying please read our Busking Information Sheet to see if you need to obtain a permit from Council.
Fee: $78.50 OR fee waived for under 18 year old applicants
Permit Valid to: Up to 1 year, assessed on individual application

Clause 3.11: The collection of any gifts of money, subscriptions or waste materials from any footpath or from house to house.
Highway Intersection Collection: You must first apply to Council for approval. Once Council approval is obtained you are then required to apply for a permit from Victoria Police.
Fee: $78.50 OR there is no fee charged where 100% of the collections are directed to a not-for-profit charity/organisation.

Clause 3.1, 3.5: Displaying on the footpath area any advertising sign, A-frame sign and/or advertising flag or similar item AND/OR displaying goods for sale on the footpath area on a table, stock bin, display stand or similar item.
Note: Permits will not be approved for any location other than footpath area directly in front of business which signage/goods relate.
Fee: $78.50 (1 year) or $185.00 (3 years)

Clause 3.1 Organising a recreational, commercial, cultural, community or social gathering or event that will take place fully or partially on any part of a roadway (including nature strip, footpath or parking bay areas).
