What is a Development Plan

A Development Plan is a design tool which illustrates preferred development outcomes and identifies the necessary key infrastructure required to facilitate development of a large area of land in a co-ordinated and integrated manner. It prevents a piecemeal approach to development and avoids poor land use planning outcomes, which can lead to disjointed and underserviced growth.

Stratford – Planning Background

The Development Plan sits between the high-level planning direction provided by the Stratford Structure Plan, and detailed planning permit applications for subdivision and development, which are lodged by development proponents.

As a long-established area identified as ‘residential supply’ for future development in the Stratford Structure Plan the land subject to the Development Plan Overlay 1 (DPO1) was rezoned with the approval of the Minister for Planning via Planning Scheme Amendment NPS1 on 15 June 2000 to allow residential development to occur. The fundamental principle of general residential style living on the land has therefore been formally established in legislation.

As a requirement of the Wellington Planning Scheme, the Development Plan has been prepared to demonstrate, in detail, how the land can be developed for general residential purposes, in accordance with the relevant planning provisions. The Development Plan for the Carter Street has been prepared in response to the requirements of Clause 43.04 of the Wellington Planning Scheme: Development Plan Overlay – Schedule 1 (DPO1).

A well-formulated Development Plan serves as a ‘linking’ tool between the established planning direction and on the ground development outcomes and in doing so, aims to guide Council, development proponents and the community on how this area of Stratford should be developed over time.

Public Notification

Comments on the draft Development Plan can be provided in the following ways:

Any comments must be made in writing and include your name and contact details (address, phone number and email address). Please ensure that any comments are submitted by 30 August 2024.

Please note that Council may provide copies of any comments received to the Development Plan proponent / applicant as part of the draft Development Plan application process (including electronically). Your personal information will be protected as per the requirements of the Privacy and Data Protection Act 2014. This includes no unauthorised disclosure of personal information that is not reasonably required for the primary purpose of its collection.

Any comments received will be considered, and where considered appropriate and relevant to do so, used to inform the final Development Plan.

Next Steps

At the conclusion of the public notification period, Council Officers will consider all comments and feedback received, and where appropriate and relevant to do so, will use this feedback to inform the final Development Plan.
